Introduction to AEO in Nigeria

Learning objectives

  • Explain what the Nigeria AEO programme is and who administers it.
  • Place the programme in its international and regional context.
  • Describe what the pilot phase demonstrated.
  • Identify who the programme is aimed at.

1.1 What the programme is

The Authorised Economic Operator (AEO) programme is the Nigeria Customs Service's trusted trader scheme. It grants operators with a demonstrated record of compliance, financial standing and supply chain security a materially faster and more predictable route through customs clearance.

The programme ran as a pilot from September 2024 and was formally launched on 14 February 2025. It is therefore a young programme by international standards, and it is still bedding in. Confirm current requirements with NCS before you apply, because detail is still moving.

1.2 International lineage

Nigeria's programme is built on the World Customs Organization's SAFE Framework of Standards, the same template underpinning EU and UK AEO, the United States C-TPAT programme, and Australian Trusted Trader. That matters for two reasons.

First, the criteria will look familiar to anyone who has worked with AEO elsewhere, because they are drawn from the same source. Second, SAFE alignment is the precondition for future Mutual Recognition Arrangements, which is where the long-term value of Nigerian accreditation is likely to sit.

1.3 What the pilot showed

The pilot produced results NCS has cited publicly: an average customs clearance time reduction of 66.9% and savings of around ₦100 million across participating operators.

Treat these as indicative of direction rather than a promise of your own outcome. They come from a small cohort of early participants, who were by definition among the better-organised operators in the market. The honest reading is that the facilitation is real and significant, and that your result will depend on your own baseline.

1.4 Who it is for

The programme is deliberately broader than what came before it. Where the Fast Track Scheme focused on manufacturers, AEO is open across the supply chain and explicitly accommodates SMEs.
